You see when you buy on eBay or even from most of the top seeds catalogs, you're typically getting old, dry seed.
And DRY versus FRESH is what matters.
You need to soak dry seed in water and hope it rehydrates enough to come alive. Often it doesn't, so this is the source of the "conventional wisdom" about Japanese maple tree seed germination.

Just put the fresh seed into a zipper bag, keep it in the refrigerator (don't freeze it) and go do something else for 3-4 months!
Our seed typically goes in the fridge in November-December each year. By March we've got seeds germinating with rootlets poking out of the seed case ready to simply plant out.
